Year In Review

On behalf of the Peel Police Service Board and Peel Regional Police, we are pleased to present the Board’s 2023 Annual Report and the remarkable accomplishments of our service.

The Peel Police Service Board and Peel Regional Police are committed to working together to advance the objectives of our Strategic Plan. Through collaborative efforts, we strive to make Peel Region a safer place for all its residents, and Peel Regional Police the most progressive, inclusive and innovative police service in Canada.

We encourage you to take a moment to review the 2023 Annual Report, which showcases the professionalism and unwavering commitment of every member of Peel Regional Police. We’re proud to share some of our significant achievements and successes of the past year:

• Launched the Safe Centre Response Team (SCRT) to support victims of intimate partner violence in partnership with the Safe Centre of Peel.
• Enhanced our Race and Identity-Based Data Strategy as part of our Human Rights Project by establishing evidence-based processes for collecting and sharing race and identity-based information.
• Engaged with our South Asian community to build a culturally responsive framework to strengthen partnerships and relationships.
• Upgraded frontline operations by equipping 350 patrol vehicles with automated license plate recognition readers (ALPR) to augment law enforcement effectiveness and community safety.
• An enhanced leadership development program was made available to all members to provide tools to promote self-development and achieve career growth and goals.
• Awarded Silver Level Certification by Excellence Canada in the Healthy Workplace Standard category, highlighting our continued focus on creating a healthy workplace, culture and environment.
• Through the Board’s Governance and Human Rights Committee, launched a series of community consultations to listen to the lived experiences of residents from a human rights and police governance perspective.

To the dedicated members of Peel Regional Police who consistently strive for service excellence in our community, we are deeply grateful. We also extend our sincere appreciation to the members of our Police Service Board, Peel Regional Council and all our community partners and stakeholders. Due to the Region of Peel’s unique infrastructure of highways and main throughways for the trucking industry, it has become a hub for criminal enterprises for substantial financial gains. These organized crime groups use a network of criminals within the trucking industry to steal and distribute stolen cargo through grey markets and illegal means.

Peel Regional Police led a Joint Forces Operation (JFO) comprised of Halton Regional Police Service, Toronto Police Service, York Regional Police, Ontario Provincial Police and Criminal Intelligence Service Ontario. The project was created in response to the numerous tractor/cargo related thefts throughout Peel and the Greater Toronto Area (GTA). The primary focus of this investigation was to determine who was stealing the tractors, trailers with cargo, the destination of the cargo, and if the cargo was then being trafficked for criminal purposes.

The investigation commenced in July 2022 when Peel Regional Police's Commercial Auto Unit observed an increase in tractor, trailer and cargo theft related occurrences within the Region. The project concluded in May 2023 after several successful search warrants were executed across the GTA, with 15 persons were arrested and 73 charges laid.

• 6 search warrants executed
• 28 Tractors/Trailers (valued at over $2.25 million) recovered
• 28 Containers/Loads (valued at over $6.99 million) recovered

Investigators from Peel Regional Police's Vice Bureau, with the assistance from the New York Police Department, were involved in a yearlong human trafficking investigation commencing in January 2023. This project involved members of organized crime belonging to Mara Salvatrucha 13 (MS13) and Mexican Cartels that were trafficking females from the Dominican Republic for sex trade. Three sex trade victims were identified and 60 migrant workers who were victims of labour trafficking were found living in unsanitary conditions and were relocated by the Red Cross and Toronto Victim Services.

Officers executed search warrants throughout Peel Region and the Greater Toronto Area (GTA) in relation to this investigation. Two persons were arrested and 18 charges were laid.

Peel Regional Police assisted with York Regional Police, Barrie Police Service and the Ottawa Police Service with an Ontario Provincial Police led Joint Forces Operation (JFO) that investigated three distinct crime groups that were trafficking firearms and drugs in the Greater Toronto Area (GTA), central and north-eastern Ontario.

A total of 14 search warrants were executed across the GTA including Peel in August 2023. A total of 23 persons were charged ranging from 19 to 62 years old, including three who were allegedly facilitating the trafficking of firearms while imprisoned, with 387 charges laid.

• 12 kilos fentanyl seized
• 25.25 kilos cocaine seized
• 5 kilos crystal methamphetamine seized
• 260,000 methamphetamine tablets seized
• Total street value of drugs and firearms seized worth over $8 million
• Additional offence-related property seized worth $790,000

Investigators from Peel Regional Police's Vice Bureau led a Joint Forces Operation (JFO) in a yearlong human trafficking investigation. Law enforcement partners for this JFO included the Canadian Border Services, Financial Transactions and Reports Analysis Centre of Canada and the Mississauga Compliance and Licensing Enforcement. Funding provided by the Government of Ontario, Criminal Intelligence Service Ontario, supported this JFO that commenced in April 2022. Members of a criminal network had been operating several illegal bawdy houses in the City of Mississauga, exploiting victims of Chinese-descent within the sex trade.

In March 2023, the investigative team and the Asset Forfeiture Unit executed multiple Search Warrants across the Region of Peel. As a result of this investigation, five persons were arrested and 12 charges were laid.

• $48,000+ in Canadian currency seized as proceeds of crime
• 56 grams of cocaine seized valued over $10,000
