Peel Police Service Board Releases Report on Community Consultations on Artificial Intelligence in Policing

Brampton – The Peel Police Service Board has released the final report from its Governance and Human Rights (GHR) Committee’s community consultation series on artificial intelligence in policing. The report captures the insights, concerns, and perspectives of residents, community organizations, and subject-matter experts across three public sessions held in fall 2025.

The consultations build on the Board’s ongoing commitment to community engagement and support the work of the Human Rights Project, launched in 2019 through a Memorandum of Understanding between the Board, Peel Regional Police, and the Ontario Human Rights Commission (OHRC). This landmark agreement committed both institutions to addressing systemic racism in policing and strengthening public trust.

As AI technologies become increasingly integrated into policing, the GHR Committee identified the need for early and meaningful public dialogue. The consultation series focused on three themes: human rights and AI in policing; predictive policing and machine learning; and privacy, data protection, and governance. Sessions were held at the Region of Peel Council Chambers, livestreamed, and publicly archived.

Panelists included Deputy Chief Anthony Odoardi (Peel Regional Police), Dr. Akwasi Owusu-Bempah (University of Toronto), Dr. Kanika Samuels-Wortley, Daniel Konikoff, and Claudia McKoy.

To ensure a strong community lens, the Anti-Racism Advisory Committee (ARAC)—an independent body established through the Human Rights Project—reviewed the findings and provided a formal response, included in full as Appendix A.

The findings will inform the development of a governance framework for AI in policing, including policy guardrails, oversight mechanisms, and accountability structures grounded in human rights principles.
