Chief’s Response to SIU Conclusion of Police Involved Shooting Investigation
Region of Peel – The Special Investigations Unit (SIU) has completed its investigation into the death of D’Andre Campbell on April 6, 2020, concluding that officers acted lawfully during their interaction with Mr. Campbell and that there is no evidence of criminality. No further action will be taken.
“We understand the feelings of loss, grief and pain in our community because of this tragedy,” said Peel Regional Police Chief Nishan Duraiappah. “No one wanted this terrible outcome for Mr. Campbell. Our officers deal every day with people in crisis, people suffering from mental illness, and the overwhelming majority of cases are resolved safely and peacefully. This was a rare and tragic situation.”
The Peel Regional Police work closely with community health partners to provide timely access to mental health resources for those who need them.
“There are gaps in the human services systems that must be addressed or we will face similar tragic circumstances again in the future,” said Chief Duraiappah. “That is something no one wants. It takes a terrible toll on our community, and on Peel officers.”
In an effort to fill the human services gaps, Peel Regional Police has developed programs to help people in crisis. It has increased the number of Mobile Crisis Rapid Response Teams (MCRRT), Crisis Outreach Assessment Support Teams (COAST), and new Divisional Mobilization Units, all critical to a broader Community Safety and Well-being (CSWB) framework.
“Our mission every day is to equitably serve and protect all 1.4-million Peel residents,” said Chief Duraiappah. “While the SIU investigation found that under extraordinary circumstances our officers acted lawfully, in accordance with their training and responsibilities, we will continue to develop training and programs, and partner with mental health experts to ensure that individuals receive the right services, at the right time.”
