Project Circuit Breaker: Brampton Man Charged in Alleged Electrical Contracting Fraud Investigation

Region of Peel – Investigators with the Fraud Bureau have arrested and charged a Brampton man following a four-month investigation into alleged fraudulent electrical contracting services provided to homeowners across Ontario.

In May, Peel Regional Police launched Project Circuit Breaker, a criminal investigation into two electrical contracting businesses after receiving a complaint from the Electrical Safety Authority (ESA). Strak Holdings Inc. and Raytar Holdings Inc., both operated by the accused, provided electrical services while allegedly failing to comply with provincial licensing and safety requirements.

Working in partnership with the ESA, investigators believe that the accused misrepresented himself as a licensed electrical contractor and arranged for electrical work to be completed by individuals who were not properly certified. The work included installations for electric vehicle chargers and LED lighting, and electrical panel replacements.

Investigators further allege that customers were promised government rebates that would cover a significant portion, and in some cases the full cost, of the electrical work. Police confirmed that no such rebate program existed. Many victims were also provided with fraudulent cheques that were later returned due to insufficient funds.

On Wednesday, Sept. 23, investigators arrested and charged Rahyl Hassan, 39, of Brampton, with the following offences:

  • Defraud the Public
  • False Pretenses
  • Utter Forged Documents
  • Mischief Endangering Life
  • Possession of Counterfeit Currency

Hassan was released from custody with conditions and is scheduled to appear before the Ontario Court of Justice.

To date, there are 12 known victims, spanning across Peel, Halton, and York.

Investigators believe there may be additional victims who have not yet been identified. Anyone who hired these businesses or the accused for electrical services, or who may have information related to the investigation, is encouraged to contact the Fraud Bureau at 905-453-2121, ext. 3335.

Electrical work performed by unlicensed or unqualified individuals can pose significant risks to public safety, including electrical fires, property damage, serious injury, and death. Peel Regional Police remind residents to exercise caution when hiring electrical contractors or other skilled trades professionals.

Before authorizing any work, consumers should verify that contractors are properly licensed and qualified. Information on hiring a licensed electrical contractor is available through the Electrical Safety Authority.
