Police Believe there are Additional Victims Following Arrest of a Convicted Sex Offender
Region of Peel – Investigators with the Special Victims Unit are seeking additional victims in connection with a sexual assault investigation involving a convicted sex offender.
Between December 2025 and April 2026, it is alleged that the accused met an adult female victim online and subsequently met with her in person on multiple occasions. During these encounters, the accused allegedly rendered the victim unconscious and unresponsive before sexually assaulting her. It is further alleged that the accused covertly recorded the assaults on his cellphone without the victim’s knowledge or consent.
As a result of the investigation, Allen Siu Ming Chow, 73, from Oakville, was arrested and charged with the following offences on Aug. 27:
- Overcoming Resistance by Administering or Attempting to Administer a Drug
- Sexual Assault Causing Bodily Harm
- Voyeurism
Chow was held in custody pending a bail hearing.
Chow was previously sentenced to 18 years in prison following a police investigation that led to multiple convictions for sexual offences. He was released on federal parole on March 13, 2025.
The investigation is ongoing and police believe there are additional victims.
