Appeal for Victims in Child Luring and Sexual Assault Investigation

Region of Peel – Investigators from the Special Victims Unit have charged a man following a child luring and sexual assault investigation.

Between June 2023 and Dec. 2024, it is alleged that the accused lured two young females under the age of 16 and sexually assaulted one of them.  In one of the incidents, the suspect utilized social media to lure and engage with the victim.

On Thursday, April 3, 2025, Ricardo Duncan, a 41-year-old man from Thornhill was arrested and charged with the following criminal offences:

  • Luring a Person Under 16
  • Extortion
  • Luring to Facilitate Making Child Pornography
  • Making child pornography
  • Making Sexually Explicit Material Available to a Person Under 16
  • Indecent Exposure
  • Sexual Assault
  • Sexual Interference.     

He is scheduled to appear before the Ontario Court of Justice in Brampton at a later date.    

Investigators believe there may be additional victims and are urging anyone with information to call the Special Victims Unit at 905-453-2121, extension 3460.
