Investigators Link Several Shooting Investigations

Region of Peel - Investigators from the 12 Division Criminal Investigation Bureau have linked four shootings in the Region of Peel and laid numerous firearm-related offences.

On Sunday, December 10, 2023, at 2:33 am, the victims, a 33-year-old man of no fixed address and a 38-year-old man from Vaughan were present in the parking lot of Jungle Nightclub located at 1325 Eglinton Avenue East in Mississauga when they were shot at. The 33-year-old victim suffered serious injuries. The other victim did not suffer any physical injuries.  The incident was a result of an earlier altercation that took place inside the premise earlier in the evening. The suspects fled the scene in a vehicle. 

Through the course of the investigation, investigators were able to link a total of four separate shootings that occurred in the Region of Peel between October and November 2023 to the Jungle Nightclub shooting and, as a result, launched Project Darien to identify and locate the suspect(s) involved in the shootings. 

On Thursday, October 26, 2023, at approximately 5:00 am, a vehicle drove by a residence in the area of Derry Road East and Cattrick Street in Mississauga and shot at the premise. A 20-year-old female and a 22-year-old male suffered non-life threatening injuries. 

On October 29, 2023, at 4:22 am, a vehicle drove by a residence in the area of Hurontario Street and Bovaird Drive East in Brampton and shot at the premise. No physical injuries were suffered to anyone. 

On Friday, November 10, 2023, at 6:04 am, a vehicle drove by a residence in the area of Derry Road East and Cattrick Street in Mississauga and shot at the same premise from the incident that occurred earlier on October 26, 2023. No physical injuries were suffered to anyone. 

On Wednesday, February 14, 2024, investigators executed search warrants at four residences and several vehicles in the Greater Toronto Area (GTA), resulting in arrests and the seizure of firearms.

Romel Bhagwandin, a 22-year-old man of no fixed address, is charged with the following offences:

  • Attempt Murder using a Firearm
  • Discharge Firearm with Intent
  • Possession of a Loaded Prohibited or Restricted Firearm (X2)
  • Occupant of Motor Vehicle Knowing there was Firearm
  • Disguise with Intent
  • Aggravated Assault
  • Knowledge of Unauthorized Possession of Firearm (X2)
  • Possession of a Prohibited Device or Ammunition Knowing Its Possession is Unauthorized (X2)

Adrian Persad-Orr, a 25-year-old man from Toronto is charged with the following offences:

  • Attempted Murder using Firearm
  • Discharge Firearm with Intent
  • Possession of a Loaded Prohibited or Restricted Firearm
  • Occupant of Motor Vehicle Knowing there was Firearm
  • Fail to Comply with Release Order (X2)

They were both held pending bail hearings and at the Ontario Court of Justice in Brampton.

Victor Thevasahayam, a 23-year-old man from Mississauga, is charged with the following offences:

  • Occupant of Motor Vehicle Knowing there was a Firearm

Joshua Edger, a 21-year-old man from Brampton is charged with the following offences:

  • Occupant of Motor Vehicle Knowing there was Firearm
  • Possession Property Obtained by Crime (X2)

They will both attend the Ontario Court of Justice in Brampton at a later date.

On Friday May 10, 2024, the accused, Romel Bhagwandin, was charged with criminal offences relating to the Brampton shooting incident that occurred on October 29, 2023.  Investigators also found evidence that the accused was believed to be involved in stolen vehicle thefts. This was done in the collaboration with the 22 Division Criminal Investigation Bureau and Auto Theft Team. Thus the additional charges include the following offences:

  • Possession of a Loaded Prohibited or Restricted Firearm
  • Occupant of Motor Vehicle Knowing there was Firearm
  • Intentionally Discharge a Firearm Recklessly
  • Knowledge of Unauthorized Possession of Firearm (X2)
  • Utter Threat to Damage Property
  • Possession of Automobile Master Key
