Suspect Outstanding in Kidnapping Investigation

Region of Peel – Investigators from the 11 Division Criminal Investigation Bureau are seeking the public’s assistance in locating 30-year-old Marlon Downey, an outstanding suspect connected to an ongoing kidnapping investigation in Mississauga.
Downey is described as 5’10” and 170 lbs, with black hair, brown eyes, medium length facial hair, and medium complexion.
Downey is considered armed and dangerous. If seen he should not be approached but rather call 9-1-1. If anyone has information or knows the whereabouts if Downey please call the 11 Division Criminal Investigation Bureau at (905) 453–2121, ext. 1133. An arrest warrant was issued for Downey for the following offences:
- Kidnapping with Intent to Confine
- Extortion
- Aggravated Assault
- Assault with Weapon
- Fail to Comply with Release Order (x2)
- Possession of Property Obtained by Crime
- Theft Under $5000
- Utter Threat to Cause Death
- Disguise with Intent
- Conspiracy to Commit Indictable Offence
- Possession of a Loaded, Prohibited Firearm
- Disobeying Court Order
On Saturday, Feb. 22, police responded to a disturbance call in the area of Blackwood Mews and Golden Locust Drive in Mississauga. When officers arrived, a 27-year-old man from Mississauga was located, who was bound by his hands and feet. The victim was transported to a local hospital with serious, but non-life-threatening injuries.
Between February and April, investigators have been able to locate, arrest and charge the following suspects with number offences related to kidnapping, extortion, assault, theft and possession of a firearm:
- Davoinie Williams-Senior, 33-year-old of Innisfil
- Delton Williams-Senior, 31-year-old of Innisfil
- Phillip Nkrumah, 40-year-old of of Innisfil
- Raul Sampson, 41-year-old of Erin
The suspects were held in custody for bail hearings at the Ontario Court of Justice in Brampton.
Large-scale investigations like consist of countless hours, extensive resources and dedicated efforts to help investigators navigate the complexities of the case and achieve results. To date, this large-scale investigation has resulted in four arrests, 49 charges and 15 warrants.
